Abstract:
SPOT 5 or SPOT 4 orthoimage data. The orthoimage data set is created with the most accurate control data available at the time of creation. The imagery has been corrected with multiple control data sources. The control sources were used in order of highest accuracy to lowest until sufficient control points were collected to ensure an adequate distribution. The control points from the Landsat 7 data were used as the most accurate control source, followed by the National Road Network (NRN) data, and finally the Landsat 7 orthoimages. The objective is to obtain accuracy that meets or exceeds the weighted average of the control sources available in the orthoimage area. The control points are well distributed within the image, while ensuring adequate control around the edges of the image to achieve the accuracy objectives.

Native Data Set Environment:
The data set is derived from Spot 4 and Spot 5 raw image level 1A. It has been processed using control points based on the most accurate control available in the Landsat 7 control points, the National Road Network (NRN), and the Landsat 7 orthoimages. The methodology ensures adequate distribution of the control points within the image. The parametric model was developed by Dr. Thierry Toutin at the Canada Centre for Remote Sensing (CCRS), Natural Resources Canada. This model is based on principles related to orbitography, photogrammetry, geodesy, and cartography. It reflects the physical reality of the complete viewing geometry and corrects distortions that occur due to platform, sensor, Earth, and cartography projection. The Digital Elevation Model (DEM) is the most accurate source available as of the date of orthorectification. Four (4) multispectral bands are available with a resolution of 20 metres. The panchromatic band is also available with a resolution of 10 metres. The accuracy of the Spot orthoimage is based on the accuracy of the National Road Network data covering it. While no National Road Network covers the orthoimage, its accuracy is based on the most accurate Landsat 7 orthoimages covering the Spot image.
Logical Consistency Report:
Orthoimages are produced in conformance with the product specifications. Quality control has been conducted on each orthoimage, to ensure, among others, the correctness of the metadata file content and the conformance of the cloud coverage, the snow coverage, the data integrity and the accuracy.
Completeness Report:
Orthoimages cover the entire Canadian landmass located south of the 81st parallel. Each orthoimage has 2 polygons: the first one, called Spot footprint, defines the orthoimage perimeter while the second, called Selected zone, which is smaller or equals to the footprint, defines the usable portion of the orthoimage.

Many different sources may have been used to control the image. The best control data available at the time of production has been used. The possible types of control data, in order of highest to lowest accuracy, are: the Landsat 7 control points, the National Road Network (NRN) from Geobase, and the Landsat 7 orthoimages. The horizontal accuracy is based on the control data, the Digital Elevation Model (DEM), and methodology used to extract and position control points on the image. When the control points are evenly distributed along the road network, the following formula is used to calculate the horizontal accuracy:
1.5174 * {[Velx * tangent (viewing angle)]^2 + RMSx^2 + RMSy^2}^1/2, where:
Velx is the weighted vertical accuracy of the DEM affecting the direction of X. RMSx and RMSy are the control point accuracies given by the residual RMS of the satellite model, and the viewing angle is the viewing angle of the sensor when the image is captured.
In the other cases, the resulting accuracy is equal to the weighted average of the accuracy of the Landsat 7 orthoimages used during the orthorectification process.

The preprocessing applied to level 1A data for SPOT satellites is minimal. Only detector equalization is performed: it consists of compensating for the differences of sensitivities between the elementary detectors of the CCD (Charged Coupled Device) arrays, using a linear model. Absolute calibration coefficients posted in the ancillary data can be used to convert the pixel counts into irradiance values. No geometric corrections are performed, and, when displayed, the SPOT Scene image in level 1A is a square. Ancillary data (coordinates of the scene center as well as the four corners) describe the image location with an accuracy better than 500 meters (RMS or Root Mean Square) for SPOT 4 and an accuracy better than 30 meters (RMS or Root Mean Square) for SPOT 5

Process Description:
The most accurate Digital Elevation Model (DEM) data that is available at the time of production is assembled in order of accuracy. The DEM sources can be a combination of provincial data, Canadian Digital Elevation Data (CDED) at the 1:50 000, or at the 1:250 000. In the areas where multiple DEM sources are available, priority is given to the highest accuracy and resolution source. In the case where multiple DEMs of different resolution are required to cover the image area, the lower resolution DEM is resampled to the higher resolution and used to fill-in areas not covered by the higher resolution DEMs. A DEM accuracy value is calculated by a weighted average based on the area of contribution for each DEM and its reported vertical accuracy value. In the case of CDED vertical accuracy values reported in its metadata, a value of "-1" is used to indicate an unknown accuracy. When 1:50 000 or 1:250 000 CDED tiles have unknown accuracies, a default accuracy value, of 30 metres or 100 metres respectively, will be used in the calculations.

Elevation values used in conjunction with the control points and the orthorectification process are extracted from the most accurate DEM data available at the time of production. This can be a combination of provincial data, Canadian Digital Elevation Data (CDED) at the 1:50 000, or at the 1:250 000. The satellite model, developed by Dr. Thierry Toutin (CCRS) and implemented by PCI Geomatics, is used with the raw 1A Spot image and a DEM to generate the orthorectified image product.
